The Colorado Employer Benefit Trust (CEBT) is a multiple employer trust for public institutions providing employee benefits. Since 1980 CEBT has grown to approximately 17,000 employees and over 200 participating groups. The Trust is governed by a board of trustees made up of representatives from participating groups. The Trust fund is approaching $100,000,000 in premium deposits.
The purpose of the Trust is to spread the risk of adverse claims over a larger base of members and reduce administrative costs. Since the pool is self-insured, the participating groups have been able to benefit from positive overall claims experience and low administrative cost. In fact, the Colorado Employer Benefit Trust has consistently outperformed the market for rate increases.
